Bug Description

This is probably a regression as I'm following a manual test case from lp:unity:

----------------------------snip-------------------------
Disabled Top-level Menus
------------------------
Setup:
#. Install the 'gnome-dictionary' package

Actions:
#. Launch the 'gnome-dictionary' application.
#. Open the 'View' menu.
#. Move the mouse over the 'Go' menu.

Expected Result:
#. THe Go menu should NOT open.
----------------------------snip-------------------------

The actual result is that the Go menu opens when I move the mouse over it.

Definitely a regression on Precise. However, this cannot be tested on Quantal since gnome-dictionary 3.5+ does not have a disabled top-level menu anymore.

I wrote a small python script that has an insensitive menu item, and it doesn't open up on Quantal even if I open a second menu and then move mouse over it. However, it isn't greyed out, is that what's expected here?

I tried this script across two systems. On Quantal, the disabled menu doesn't open (as expected) but on Precise it does. Marking accordingly.
