Bug Description
This is probably a regression as I'm following a manual test case from lp:unity:

Disabled Top-level Menus

Setup:
#. Install the 'gnome-dictionary' package
Actions:
#. Launch the 'gnome-dictionary' application.
#. Open the 'View' menu.
#. Move the mouse over the 'Go' menu.
Expected Result:
#. THe Go menu should NOT open.

The actual result is that the Go menu opens when I move the mouse over it.

Definitely a regression on Precise. However, this cannot be tested on Quantal since gnome-dictionary 3.5+ does not have a disabled top-level menu anymore.
