Bug Description

My mouse broke the other day so I was looking up how to enable the mouse keys. The page describing how to switch then on says:
  If you have difficulties using a mouse or other pointing device, ...
    1) Click the icon at the very right of the top panel ...

How can I click on something if I'm 'having difficulties' using the mouse?

The page should also include instructions for doing it with just a keyboard. I'm using XUbuntu, so I solved it by running 'xfce4-accessiblity-settings' from the Terminal but I don't know what you would do in normal Ubuntu.
