Bug Description

Because the user is likely to test the new assigned shortcut straight away, the change of setting should have immediate effect and shouldn't require restarting the session.

Seems to work fine for me. I just changed a key binding in keyboard setting and the change was immediate.

I can reproduce this problem on Ubuntu 13.10, Unity 7.1.2:

- Add new shortcut by pressing [+], name: test, command: gedit
- Assing keys to Alt+Ctrl+1 -> Try it -> Does not work
-> Log out -> Log in -> Works.

Same with editing the 'test'
- Change command to 'nautilus', try Alt+Ctrl+1 -> Does not work -> Relogin -> Works.

For the meantime to those who suffer this bug: Add shortcut to command: unity -> relogin. Using the command will reload unity and make your new commands work.
