Bug Description

The call quantum port-create --fixed-ip subnet_id=c395cb5d-ba03-41ee-8a12-7e792d51a167,ip_address=10.0.0.21 --fixed-ip subnet_id=c395cb5d-ba03-41ee-8a12-7e792d51a167,ip_address=10.0.0.21 net1 returns an internal error. The port is created without any IP.s

    Ensures port is not created when database exception occurs

    Fixes bug 1064261

    The port creation code did not correctly treat a database error. That is,
    if there was an exception the port would be created and an error returned
    to the client.

Accepted quantum into quantal-proposed. The package will build now and be available at http://launchpad.net/ubuntu/+source/quantum/2012.2.1-0ubuntu1 in a few hours, and then in the -proposed repository.
