Make libchromaprint-tools a recommended dependency of picard

Bug Description

One of Musicbrainz Picard's main feature, audio fingerprinting, is not available on a fresh install because the required executable 'fpcalc' is not installed.
The fact that libchromaprint-tools must be installed to be able to use audio fingerprinting is hard to discover for a new user.

I suggest libchromaprint-tools to be added in the Recommends section of the Ubuntu package, since the usability of Picard depends so heavily on it.
