Bug Description
The OCF resource for quantum-l3-agent tries to terminate dnsmasq instances when stopping; this is incorrect as this should (and is) be done by the quantum-dhcp-agent stop process.
In actual fact I think it really needs to be clearing down the ip net namespaces associated with any routers it has created; but this may be overkill (still testing that one).
