maas-import-pxe-files fails when installing maas-cluster-controller only

Bug Description

When installing maas-cluster-controller in a separate machine from maas-region-controller, maas-import-pxe-files fails due to missing distro-info:

ubuntu@cluster:~$ sudo maas-import-pxe-files
/usr/sbin/maas-import-pxe-files: line 28: distro-info: command not found

Fix is to Depend on distro-info.
