For what version of Ubuntu are you requesting this? Unless it's the current development release (13.04/Raring), audacity will not receive updates unless it qualifies for SRU: https://wiki.kubuntu.org/StableReleaseUpdates

audacity 2.0.3 does not qualify for a SRU, but it could go into backports once it's available in the current development release (raring). The upload of audacity is waiting for libsoxr to enter the archive (which currently waits for the review by the archive admins [1]).

audacity (2.0.3-0ubuntu1) raring; urgency=low

  * New upstream release (LP: #1107520).
    - Add keyboard shortcut for export (LP: #651499)
  * Drop disable-dynamic-ffmpeg.patch (accepted upstream).
  * Replace libsamplerate by libsoxr, which is faster and produces better
    resampling results.
  * Bump Standard-Version to 3.9.4 (no changes needed).
  * Use canonical URI for VCS-* fields.
  * Fix docdir path.
