Disable f-keys not working properly on tty

Bug Description

Hello,

it seems that byobu is having some problems with disabling f-keys on tty.
Problem occurs on Ubuntu server 12.04.01 both with the default version and with the latest upstream (5.31).

The issue is that both with tmux and screen as back ends shift+f12 and ctrl + a ! are not working on tty. Nothing happens with the first shortcut while the second shows "Can't break with single pane". However using ctrl + a and manually typing :source /usr/share/byobu/keybindings/*relevant config file* works fine.

The same behaviour is exhibited when connecting via Putty.

I just confirmed the behavior, on Ubuntu 13.10 and Byobu 5.38.

I don't think Ubuntu's tty has all of the ctrl/shift/alt modifiers handled. I'll need to look into this a bit further.
