This occurs on both amd64 and i386 with images of 20130220.
The steps to reproduce: (occurs on both manual and auto installations)
1. Install virtual-host-server using 20130220 raring server images
2. Continue with the installations with default selections but select virtual-host-server in the package selection step
3. At the end of this step the failure could be seen
