Bug Description

The raring virtual host server installations fail to complete due to dependency problems like,

Feb 20 08:32:23 main-menu[1732]: WARNING **: Menu item 'pkgsel' failed.

This occurs on both amd64 and i386 with images of 20130220.

The steps to reproduce: (occurs on both manual and auto installations)
1. Install virtual-host-server using 20130220 raring server images
2. Continue with the installations with default selections but select virtual-host-server in the package selection step
3. At the end of this step the failure could be seen

Feb 20 10:24:22 in-target: subprocess installed post-installation script returned error exit status 1

qemu-system-common needs to be able to install even if /dev/kvm doesn't exist, which it may not when it's being installed in a chroot.
