Bug Description
That's the current upstream stable serie and it could be useful for people using Ubuntu as a developpement platform (we got some requests to have the new version available in raring).
Some data points:
- the different vala series are co-installable so adding the current version (0.20) shouldn't break anything
- the upload is targetted to universe
- we don't plan to rebuild any source in Ubuntu with it for raring, it's just for developers who need it

Sounds fine to me as long as an AA volunteers to review and you double check that you don't make it the default (valac package, alternatives priorities come to mind).
