I think there's a reasonable chance the new sysvinit fixed this bug. At least I'm unable to reproduce it in a clean raring to saucy upgrade.

Is there any chance this install is in a chroot?

In any case, could you re-try to see whether sysvinit version 2.88dsf-41ubuntu2 fixes this bug?

I note other errors related to invoke-rc.d in the logs:

> stop: Job failed while stopping
> invoke-rc.d: initscript apport, action "stop" failed.
> invoke-rc.d: release upgrade in progress, error is not fatal

This message about "release upgrade in progress, error is not fatal" is not part of the /usr/sbin/invoke-rc.d that comes from the sysv-rc package. Does anyone know where it comes from?

Seems this error message comes from ubuntu-release-upgrader, which has its own local copy of invoke-rc.d. Perhaps this just needs a reupload to import the newer version, perhaps a more intrusive fix is required.
