python-*-dbg packages must not disable dbgsym generation

Bug Description
The subversion package has a python-*-dbg package which contains python debugging versions of the libraries. It however does not contains anything for the majority of the packages and does not contain symbols. The presence of this package triggers all -dbgsym packages to be made into meta packages linking to this -dbg package.
