Bug Description

When installed, system-image-cli must look in /etc/system-image/client.ini instead of at the client.ini in the source tree. The source tree version must be installed in /etc and should probably be conffiled.

Just so's I'll remember:

<stgraber> I had to create /tmp/phablet and /var/lib/system-image/keyrings
<stgraber> those two probably ought to be auto-created when missing? [18:35]
<barry> probably so, but with the real paths :)
<stgraber> (well, the /tmp one definitely has to and should be wiped post-run,
           we shouldn't rely on it being a tmpfs)
<stgraber> right, the client should just create whatever's set in the config
