Bug Description

apw did a prototype kernel that allowed to force an explicit mem even of the cmdline has other occurances of mem=XXXm hardcoded in bootloader (like maguro).

Since we want to simulate low memory conditions in the QA lab continuoulsy, please add this feature to our phablet kernels.
