This bug was fixed in the package systemd - 204-0ubuntu8

systemd (204-0ubuntu8) saucy; urgency=low

  * rules/80-drivers.rules: trigger the cpu helper modules regardless of
    whether the kernel already has a driver loaded for the CPU components.
