use of --address in /etc/init/tftpd-hpa.conf prevents it working with ipv6 by default

Bug Description

The /etc/init/tftpd-hpa.conf job passes --address 0.0.0.0:69 by default, which means in.tftpd is only listening on IPv4. The default should be fixed to use both IPv4 and IPv6 by default.

Hi,
I think it's not fixed.
With tftp-hpa - 5.2-7ubuntu3 package tftpd only listens in ipv6, not ipv4
