No options for suspend/hibernate in xfce4-power-manager

Bug Description

Xubuntu 13.10 beta 2.
$ lsb_release -rd
Description: Ubuntu Saucy Salamander (development branch)
Release: 13.10

xfce4-power-manager settings do not offer an option for suspend/hibernate as per previous versions.
$ apt-cache policy xfce4-power-manager
xfce4-power-manager:

General->When hibernate button is pressed->(only "Nothing" or "Ask" offered). Earlier versions had hibernate option.
General->When sleep button is pressed->(only "Nothing" or "Ask" offered). Earlier versions had suspend option.
Same for "On AC" and "On Battery" sections.

System does successfully suspend when lid closed or "sudo pm-suspend". Hibernate not tested. On logout dialog, both suspend and hibernate are offered.

Expected: To see options for hibernate and suspend.
Actual: No options for suspend/hibernate available.

pm-utils is not installed by default on 13.10. Installing it brings back the options to suspend/hibernate.

Correction: pm-suspend was not installed on base image.

Today my laptop's behaviour changed. It used to sleep when the lid was closed but this seemed to stop (resulting in a _very_ hot laptop when I got to work!). The option to set suspend when lid is closed was not available until after I (re?)installed pm-suspend. I don't know whether this package was uninstalled by a recent update / autoremove operation. I am now able to set the desired behaviour. My dpkg logs go back to 2013-09-02 and show no details of pm-utils until the installation I performed today.
