pulseaudio does not remember the audio level for usb audio devices

Bug Description
When I plug in my Audioengine D1, output is switched to it, but the volume level is set to 100%. I then have to open the sound settings, switch the output device to it before I can adjust the volume level. Once the level has been adjusted, if I unplug the device and then plug it back it, the volume will be reset to 100% for it and I'll have to repeat the steps all over again to adjust it.
