tracker-miner freezes if tracker-miner-fs is not installed

Bug Description

[Impact]
Any app that uses tracker-miner, will freeze on startup if tracker-miner-fs is not installed. Since tracker-miner-fs is a Recommends its quite posible for this to happen.

[Test Case]
1. Remove tracker-miner-fs and make sure the /usr/share/tracker/miners directory no longer exists.
2. Start gnome-photos, it will just freeze before drawing the GUI

[Regression Potential]
Very low, all this patch does is avoid entering the mainloop if there is nothing for the tracker crawler to do (since the datadir is missing.)

Accepted tracker into trusty-proposed. The package will build now and be available at http://launchpad.net/ubuntu/+source/tracker/0.16.2-1ubuntu4.1 in a few hours, and then in the -proposed repository.
