apport running constantly for a buggy application

Bug Description

I noticed that apport was starting, then stopping, then starting again on my mako device with system-image:

Looking in my apport.log file I discovered the following:

While disk usage DoS is avoided apport is using a lot of CPU time to avoid it.

This release of Ubuntu is no longer receiving maintenance updates. If this is still an issue on a maintained version of Ubuntu please let us know.
