Bug Description
Utopic installation
Received newest packages: 14.04.0+
but when i set these 2 packages for upgrading, a list of about 50 new *.dev dependencies are added.
I suppose they are not expected on a basic user desktop installation.

If I may add:
Architecture: any -> amd64 (from my today's experience this does not happen on x_86 install (otherwise) identical to amd_64 install where it does)
