Bug Description

For some reason the CONFIG_SOUND_OSS_CORE_PRECLAIM flag has been set to yes for Utopic:

$ uname -r
3.16.0-23-generic

$ grep CONFIG_SOUND_OSS_CORE_PRECLAIM /boot/config-$(uname -r)
CONFIG_SOUND_OSS_CORE_PRECLAIM=y

It's a regression of this bug:
