please merge gdcm from debian

oops ppc64el now has gccxml support

Needs rebuild test first, this is a transition. Discussed on irc. Ping me when this is done and I'll upload

debian rejected the patch, so maybe a plain sync is the best solution

rebuild are almost done, just nifti2dicom is waiting for insighttoolkit4, because it obviously fail to build with the current one.

Rebuilds for nifti2dicom should wait for insighttoolkit*'s rebuild.

The only remaining change should be building without gccxml on arm64, please keep that and drop anything else.

Re gccxml on arm64, there is an open bug upstream: http://public.kitware.com/Bug/view.php?id=14919.

so debdiff-v2 should be fine, right?

debdiff-v3, just the arm64 fix.
(needs a test rebuild)

rdeps have been tested against debdiff-v3, everything seems building as expected into my ppa
