[Feature] Add Jacksonville support in e1000e driver

Here are the upstream commits to add the Jacksonville support:
        79849eb e1000e: initial support for i219 (net-next)
 9d17ce4 e1000e: fix obscure comments (net-next)
 1103a63 e1000e: remove calls to ioremap/unmap for NVM addr (net-next)

I think these are all of them post the 3.19 kernel.
