Bug Description
Ubuntu MATE is an Ubuntu derivative that provides the MATE desktop environment. MATE is the continuation of GNOME2.
Ubuntu MATE has been given the green light by the Ubuntu Technical Board and Canonical IS have confirmed sufficient storage is available to host the Ubuntu MATE images. As a prerequisite to integrating Ubuntu MATE into the official build infrastructure some Ubuntu MATE packages (currently hosted in a PPA) need to be uploaded to the official Ubuntu archive.
* ubuntu-mate-meta provides the essential meta packages required to install Ubuntu MATE.

Notes: This package is currently linked to the Ubuntu MATE PPAs so that I can build a distribution outside the official Canonical infrastructure. So, I appreciate this PPA integration (probably?) needs removing.

So this needs a little more work:
I can't comment on the use of germinate, maybe someone else can provide some insight on that.

- Update standards version
- Update build-depends
- Recommend addition of VCS https:/
The germinate one is the main thing I'm not 100% about.
Thanks
