devhelp now requires webkit2gtk, which is not in main

Bug Description

devhelp (and as a result anjuta) have been transitioned to webkit2gtk in debian. We still need to use webkitgtk 1 as it works with our geoclue/geoip stack and webkit2gtk can't really be in main with it due to security issues with 2 different webkitgtks.
devhelp has no huge need to be in main, but until it is demoted or webkit2gtk is promoted, we should revert the change. Debdiff for devhelp attached.

This bug was fixed in the package devhelp - 3.16.1-1ubuntu1

  * Revert until this is dropped to universe or webkit2gtk is main: LP: #1459434
    - debian/control.in:
      + Switch to libwebkit2gtk-4.0-dev.
      + Break anjuta << 2:3.14.0-2 to prevent anjuta from mixing
        libwebkit2gtk-3.0 and libwebkit2gtk-4.0.
