Gegl 0.3.0-2ubuntu2 depends on libgegl-dev

Bug Description

The newest gegl (libgegl-0.3-0) in wily-proposed depends on libgegl-dev, unlike the older version gegl 0.2.0 does.
Libgegl-dev pulls in a lot of other unnecessary packages that Gimp does not need.

So, as Gimp is going to be built against gegl 0.3.0, this bug needs to be corrected.

To be more specific, it is libgegl-0.3-0, that depends on libgegl-dev.

The cause is now gegl provides two libraries libgegl-sc-0.3.so and libgegl-npd-0.3.so that some of the plugins depend on. These libraries aren't versioned so the standard *.so glob in the -dev package is pulling them in. Moving these to libgegl-0.3-0 fixes the issue.
