ppc64el xenial cloud images do not boot in kvm

Bug Description

current cloud images for ppc64el leave you at a grub prompt. I've found this for xenial/20160126.1.

Booting image just produces grub menu like this:

                        GNU GRUB version 2.02~beta2-35

   Minimal BASH-like line editing is supported. For the first word, TAB
   lists possible command completions. Anywhere else TAB lists possible
   device or file completions.

The attached script downloads a cloud image, creates a seed , boots in kvm.
it works with:
  ./go-test-ppc64el.sh wily
it fails with
  ./go-test-ppc64el.sh xenial

well, one thing that might be wrong is there appears to be no /boot/grub/grub.cfg in the image.

I believe the problem is that we don't do update-grub on the image; I'm building a test image with the attached branch now.

The fix for this has been merged, and will be included in the 20160127.1 build of xenial cloud images.

smoser pointed out that there shouldn't be any timeout configured, which I am now looking at fixing; that's unlikely to happen before I EOD so will be tomorrow. :)
