Bug Description

http://people.canonical.com/~ubuntu-archive/proposed-migration/update_excuses.html mentions bzr-pipeline as blocking bzr 2.7.0 promotion.

The attached patch has been sent to debian and bump the versionized dependency.

Previous version of the patch missed bumping maximum_bzrlib_version to avoid the compatibility warning.

Patch looks reasonable, uploaded to xenial with an ubuntu version number and LP reference.
