Bug Description
Different implementations of ThunderX use different underlying phys. The driver currently fakes a hard dependency on one of these phy drivers to make sure it gets loaded (mdio-octeon) - but changes have landed upstream to switch this over to deferred probing, so that devices can be discovered as the other possible phy drivers get initialized. These phy drivers also need to be made available at install time.
