Erlang builds missing erlang-wx component

Bug Description

_All_ official Ubuntu Erlang distributions miss erlang-wx component. It is needed for some GUI components of Erlang, namely Observer application and tracing/debugging tools.

Expected:
 Have erlang meta package (or, at least, erlang-x11) depend on erlang-wx and generate the respective package.

Actual result:
 erlang-wx is neither depended on nor generated, rendering GUI Erlang components useless.

Workaround - I created PPA at ppa:linuxpedia.pl/erlang . It is based on Debian sources that generate a complete 18.3 Erlang distribution _with_ the erlang-wx present.

I see erlang-wx drop is actually intentional... Why? "Wx isn't in main, and not supposed to." does not seem a good excuse to break the distribution...

This bug was fixed in the package erlang - 1:18.3-dfsg-1ubuntu2

Would some merciful soul point me to the place, where all "main is allowed to build-depend on universe"-alike rules reside?

[OT: All we Erlangers miss as of now are then Elixir and (a little less expected) LispFlavouredErlang (aka LFE) packages :) ]
