[FFe] Update to php-radius 1.4.0b1

Bug Description

php-radius 1.2.7 does not support PHP7.0. 1.4.0b1 is available via
uscan, with an adjustment to the watch file to allow for 'b' in the
version string. Debian is packaging 1.4.0b1 also, but it is in the NEW
queue.

Note that the version number on the package in the Debian NEW queue is 1.4.0~b1, not 1.4.0b1. This is an important difference, we want this version to sort earlier than any eventual upstream 1.4.0 stable release.

The debian/watch file thus wants further adjustment to do version mangling in this case, in order to DTRT.

Also, the diff.gz you provided here doesn't seem to include that updated watch file... though it does include a whole extra copy of the php-radius 1.2 source(?)

Do you have a fixed debian/watch you can include, or should I grab the orig.targ.gz myself from pecl? Since an upstream tarball exists, I hope we can trust that it will match the one uploaded to the Debian NEW queue.
