As a stop gap measure to force it to install I edited /var/lib/dpkg/info/brltty.postinst and put in an "exit 0" line right before the line that states "# Automatically added by dh_installinit" and I was able to get it to complete the install and stop giving me errors. I read https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=718232 where it states that dh_installinit has some issues.

This bug was fixed in the package brltty - 5.3.1-2ubuntu2

---------------
brltty (5.3.1-2ubuntu2) xenial; urgency=medium

  * debian/rules: Call dh_installinit with --no-start, since we only use
    systemd, and to minimize possible rc.d issues on upgrade (LP: #1568137)

  [ Samuel Thibault ]
  * Make initramfs-tools dependency linux-only. LP: #1567658.
