Login sound volume cannot be controlled

Bug Description

Ubuntu 7.10 on a laptop.

When logging in, the login sound is played before the volume can be controlled. As a result it is sometimes played at max volume and no way of switching it off. Argh! Volume control *first*, then play sounds.
