Default clock format is 12-hour, should be locale-dependent

Bug Description

24 hour format should be default for en_GB (and most other locales other than en_US).

Both GDM and GNOME Clock applet seem to have their own independent settings for this, and this should be addressed.

I just installed Ubuntu 8.04 "Hardy Heron", it showed me a map and asked me to pick a location.
I picked Sweden, and installed the system.
When it was installed, it was 12-hour format, even though in Sweden we use 24-hour format.
