Scanning reveals no mice, keyboards or computers.

Everything looks to be fine but the Bluetooth seemingly does nothing.

Can you test the following two kernels? If 4.7 is good and 4.8-rc1 is bad, we can bisect between those two:

4.7 final: http://kernel.ubuntu.com/~kernel-ppa/mainline/v4.7/
4.8-rc1: http://kernel.ubuntu.com/~kernel-ppa/mainline/v4.8-rc1/

If both those kernels are good, we can test later 4.8 release candidates. If they are both bad, we can test some of the 4.7 release candidates.

Firstly, official support for Ubuntu 16.10 "Yakkety Yak" ends in July 2017 so now would be a good time to check whether this bug is fixed in Ubuntu 17.04 "Zesty Zapus".

Secondly, I note that you have the Broadcom WiFi card. I've read that this card also provides the Bluetooth. A lot of people have swapped this card with the optional Intel WiFi and Bluetooth card and now have working WiFi and Bluetooth.

If you want to keep the Broadcom card I've found reports that the Bluetooth works once you install it's firmware as follows:

wget https://github.com/hg8/bluetooth-firmware-XPS13-9343/raw/master/BCM20702A0-0a5c-216f.hcd
sudo cp BCM20702A0-0a5c-216f.hcd /lib/firmware/brcm/

then reload the module:

sudo modprobe -r btusb
sudo modprobe btusb
