Please show friendly message instead of getty when only ssh login is possible

Bug Description

When a user was created via console-conf the only possible way to login is via ssh initially. But after console-conf has finished it shows a getty. This leads to some confusion.

I think we should not show a getty unless there is password set for any of the extrausers.

I pushed a draft for this to https://launchpadlibrarian.net/292374541/subiquity_0.0.23~16.04~ppa1_0.0.23~16.04~ppa2.diff.gz - it misses that console-conf after finishing returns to a getty but its a start :)

We should also probably improve the message, i.e. display what IP to connect to, what user, possible what keys to use and how to set a password.

Makes sense. console-conf could write the file to display instead of using something hard coded.

@mwhudson, yeah, that sounds great. The hardcoding was done just to get something off the ground quickly, I mostly wrote this during my travel back from the sprint so its not as polished as it should be :)
