nm-applet doesn't detect that an ethernet cable is unplugged

Bug Description

After I have upgraded to the Gutsy Gibbon, my network manager doesn't detect that an Ethernet cable is unplugged or plugged-in.
I'm using an HP nx7400 notebook.

Steps to reproduce:
1. Shutdown Linux and turn off the power.
2. Unplug the Ethernet cable.
3, Turn the notebook on and login into the system.
4. The nm-manager applet doesn't display the image which means that the notebook isn't connected to internet like it did in the previous version of Ubuntu.
5. Plug the Ethernet cable in. Network manager doesn't detect it and doesn't try to obtain IP address from the local DHCP server. I have to run manually sudo ifup eth0 to enable my eth0 interface.

we need the complete /var/log/syslog to get all information needed to process this.

In addition we need the output of

lspci -vv

The following information might be useful when analyzing the log file

I plugged the ethernet cable off started my computer.
Then I logged into Gnome.
At 17:12 I plugged the ethernet cable in.
The network manager didn't detect connection, although I was able to ping my router which was 192.168.0.1, but unable to ping www.yahoo.com.
At 17: 15 I typed
       sudo ifdown eth0; sudo ifup eth0

I've detected that whenever I plug the cable off a new log entry in /var/log/syslog is added

Dec 9 18:58:43 sgr-laptop kernel: [ 787.336000] b44: eth0: Link is down.

In addition, whenever I plug the cable in, the following message is logged:

Dec 9 19:00:40 sgr-laptop kernel: [ 904.336000] b44: eth0: Link is up at 100 Mbps, full duplex.
Dec 9 19:00:40 sgr-laptop kernel: [ 904.336000] b44: eth0: Flow control is off for TX and off for RX.

It proves that that Ubuntu detects removal/insertion of the ethernet cable, but network manager is not notified about the changes.

I've just reproduced the bug connecting my laptop directly to my ISP without my router which is d-link dl-604. This bug isn't connected with my router.

I've found how to fix this bug.
Remove the notification area from the gnome panel.
Then add the "network monotor" applet to the gnome panel.
Now everything is fine.
