ubuntu budgie needs to use gsd for ubiquity

Bug Description

v17.04.6 of ubiquity falls through the clause to not use a settings daemon.

budgie-wm - the window manager uses gnome-settings-daemon.

we unfortunately have unity-settings-daemon being pulled in by a recommendation of a seed - the previous PR had a "and not budgie-wm" clause on the usd bit of line 530 i.e. we wanted budgie to fall through to line 542 which loads GSD which budgie does use

I agree this does look messy - so this PR loads gsd with the new budgie-wm clause

This is surely a bug in your seeds, not in ubiquity. Having both settings daemons in your desktop seed is not a feature.
