Bug Description
v17.04.6 of ubiquity falls through the clause to not use a settings daemon.
budgie-wm - the window manager uses gnome-settings-
we unfortunately have unity-settings-
I agree this does look messy - so this PR loads gsd with the new budgie-wm clause

This is surely a bug in your seeds, not in ubiquity. Having both settings daemons in your desktop seed is not a feature.
