Bug Description

The zesty kernel has a backport of the MSI/PCIe passthrough changes for arm64. This changeset introduced a bug that can cause a build failure with certain configurations. Though it doesn't impact the Ubuntu config, it could creep up again if we change our config. I reproduced it on Ubuntu source b building the s390x image with CONFIG_PCI=n and CONFIG_IRQ_DOMAIN=n.
