Bug Description

[Impact]
The cloud-init datasource for DigitalOcean allows for multiple gateways on any NIC.

On Ubuntu 16.04, this breaks networking.service. For 17.04 and later, Ubuntu _replaces_ the default gateway with the second gateway on 'ifup' after reboot.

DigitalOcean is looking at changing the meta-data, however, this will result in another version of the meta-data JSON.

[Regression Potential]

Low. This change is scope to DigitalOcean only. DigitalOcean has tested this Datasource exhaustively.

- provision on DigitalOcean with a private IP
- reboot
- confirm that a single route exists in /etc/network/interfaces

Hi,
I marked this as incomplete. cloud-init does not run 'ifup'. cloud-init writes networking configuration 'Before=pre-network.target', and then lets the system bring network up.

If you're seeing this reproducibly, please attach a full /var/log/cloud-init.log and even 'journalctl -o short-precise'

talking with xnox a bit... this could be fallout of the ipv4 link local configuration that cloud-init does on digital ocean. and it does not, but *should* take that interface down all the way when its done.
(ie, we 'ip link set dev nic up' but do not 'ip link set dev nic dow'

Actually...the root cause is:

Since the DigitalOcean meta-data has multiple gateway's defined, cloud-init was rendering an ENI file with two "gateway" stanza's.

Can you please try to do SRU verification on this or provide me with further instructions on how to reproduce?

I attempted via:
1. Create 512MB droplet on US San Fran 1 with 16.04.2 x64 with private networking
2. SSH'ed in and confirmed networking works
3. Rebooted
4. SSH'ed back in with no issues.

Hi, I have Ubuntu 16.04 and cloud-init version is 17.1.
I have a heat script to create the instance and user-data section to initialize variables in instances.

I see the following error:
