3.24.2 is a new bugfix release in the stable 3.24 series.

Two other packaging changes:
- Depend on gnome-settings-daemon (LP: #1561706)
- Enable build tests and make them fail the build if they fail except on s390x. Add skip-failing-tests.patch to skip 2 tests that have been reported to fail.

Mutter is an essential component of both Ubuntu GNOME and Ubuntu Budgie.

Test Case
---------
Apply the update then restart your computer.

Try each of these 3 sessions and make sure copy and paste works between various apps.
- GNOME
- GNOME on Wayland
- Budgie

Try copy and paste from Firefox to and from a native Wayland app like gedit.
Try copy and paste from Firefox to Firefox. (The copy and paste change is needed for GTK 3.22.15 which is not currently in Ubuntu 17.04.)

Regression Potential
--------------------
The biggest risk is that something in the update causes Budgie or GNOME Shell to no longer work. Further, if mutter is broken, it could break gdm which is very bad for Ubuntu GNOME users.

On the other hand, this is a fairly minimal update and all GNOME 3.24 distros will include it.

Accepted mutter into zesty-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/mutter/3.24.2-0ubuntu0.1 in a few hours, and then in the -proposed repository.

Tested with Ubuntu Budgie.
Installed all built binaries for the mutter package, rebooted.
Opened and closed a variety of apps. Tiling works.

From a Ubuntu Budgie point-of-view, verified all is well. I haven't tested GNOME-Shell though.

I installed mutter 3.24.2-0ubuntu0.1 on Ubuntu GNOME 17.04 and rebooted. I verified that GNOME and GNOME on Wayland still work including copy and paste to and from native Wayland apps and XWayland apps (tested with Firefox and gedit and gnome-terminal).
