Bug Description
Sometimes, but not always, command4 fails on s390x like so:
autopkgtest [02:56:10]: test command4: nfct add helper ftp inet tcp

command4 FAIL non-zero exit status 1

nfct v1.4.4: netlink error: Device or resource busy
can it somehow be made less racy? or e.g. retried? Since -EBUSY is retriable error, right?
