failure in cpufrequtils upgrade from cosmic to disco

Bug Description

error during upgrade from cosmic to disco with the following:

Setting up cpufrequtils (008-1.1) ...
update-rc.d: warning: start and stop actions are no longer supported; falling back to defaults
invoke-rc.d: syntax error: unknown option "--skip-systemd-native"
dpkg: error processing package cpufrequtils (--configure):
 installed cpufrequtils package post-installation script subprocess returned error exit status 1

subsequent upgrade from apt command line worked successfully.

Not sure if it the same bug, but I got it with mpd
Errors were encountered while processing:
 mpd
Exception during pm.DoInstall(): E:Sub-process /usr/bin/dpkg returned an error code (1)

Could not install the upgrades

The upgrade has aborted. Your system could be in an unusable state. A recovery will run now (dpkg --configure -a).

Setting up mpd (0.21.4-1build1) ...
invoke-rc.d: syntax error: unknown option "--skip-systemd-native"
