Please sync mail-notification (5.4.dfsg.1-1) from debian unstable (main)

The only remaining Ubuntu change can safely be dropped.

debian/patches/09_fix_eel.diff was added to resolve Bug 180400
This patch was written by the upstream author, and the issue has now been resolved upstream.
