nvidia-settings no longer preinstalled with NVidia drivers in offline mode

Bug Description

When performing test case http://iso.qa.ubuntu.com/qatracker/milestones/437/builds/255601/testcases/1718 (offline Nvidia driver installation with SecureBoot) on 22.04 and 22.04.1 images, the end image does not have nvidia-settings preinstalled - even though apparently it should. Drivers are installed and working correctly, but not the nvidia-settings application.

Should it still be preinstalled? Feels like unintentional.
