apturl dialogs can be hidden

Bug Description

Binary package hint: apturl

When clicking on an apt: link from a browser, the apturl dialog appears as it should. However, if the user were to click on another window or back on their browser before clicking on an option on the apturl dialog, the dialog will be hidden beneath the window. Since the dialog does not appear in the pager or window list, the only way to find it again is to move other windows out of the way. Apturl dialogs should set_keep_above to make sure that the dialogs cannot be hidden.
