Can't change input language (keyboard layout).

Bug Description

Alt+Shift doesn't change the language even though it's defined under Preferences->Keyboard->Layouts.

Only after changing a keyboard layout to something else - does Alt+Shift work again - until I reboot.

It seems duplicate. I experience it a bit differently - but It sound very similiar - so I guess solving 196277 will solve mine too.
