Lines containing only spaces cause installer to error

Bug Description

On Hardy 8.04, if the preseed file used contains any lines that have only spaces on them, the installer errors with the following message:

debconf-set-selections:
shift: 56:
can't shift that many

It also reports that the preseed file may be corrupt. I have attached a patch that should fix this behaviour.

For the record, this patch was from me on IRC.

I don't think we'll fix this for Hardy, but I'll get it fixed for Intrepid.
